Overview

Academic project applying PESTLE analysis, stakeholder analysis, and a risk probability-impact matrix to identify and assess the major sources of risk facing the UK Government's Rapid Charging Fund infrastructure programme. Identified technological, political, and legal risks as the most significant threats, produced a structured risk register covering all stakeholder categories, and delivered nine evidence-based recommendations covering government policy, urban planning, stakeholder engagement, cybersecurity, and legal compliance. Outputs included a group poster and a full analysis report.

Business Problem

The UK Government's Rapid Charging Fund is a major national infrastructure investment programme aimed at accelerating industry-led investment in ultra-rapid electric vehicle charging infrastructure across motorway and major A-road locations. As a large-scale public investment programme involving multiple stakeholder groups (government, charging providers, charge point operators, fleet providers, electricity distributors, and EV drivers) the programme faces significant and interconnected risks across technological, political, economic, social, legal, and environmental dimensions. A structured, evidence-based risk analysis was needed to identify, assess, and prioritise these risks and produce actionable recommendations for managing them.

Purpose & Objectives

The purpose of this group academic project was to conduct a rigorous risk analysis of the UK Government's Rapid Charging Fund infrastructure programme, applying PESTLE analysis, stakeholder analysis, and a quantitative risk probability-impact matrix to identify and assess the major sources of risk facing the programme, and to produce structured, evidence-based recommendations for managing those risks across all risk categories.

Objectives

  • Identify all major internal and external stakeholders involved in the Rapid Charging Fund programme and analyse their influence and interests
  • Apply PESTLE analysis to identify macro-environmental risk factors across political, economic, social, technological, legal, and environmental dimensions
  • Build a risk register documenting all identified sources of risk
  • Apply a risk probability-impact matrix to quantitatively score and prioritise each risk on a scale of 1 to 5
  • Identify the highest-priority risks threatening programme success
  • Produce nine evidence-based recommendations for managing identified risks
  • Present findings as both a group poster and a full analysis report

Approach

  • Stakeholder analysis conducted to identify and map all internal and external stakeholders including the UK Government, charging providers, owner-operators, electricity distribution system operators, charge point operators, motoring groups, fleet providers, and EV drivers
  • PESTLE analysis applied to identify macro-environmental risk factors across all six dimensions
  • Risk register developed to document all identified sources of risk with descriptions, stakeholder links, and category classifications
  • Risk probability-impact matrix applied to quantitatively score each risk on a 1 to 5 likelihood and impact scale, producing a visual risk heat map
  • Findings synthesised into nine evidence-based recommendations covering government policy, urban planning, stakeholder engagement, insurance, funding, public awareness, cybersecurity, and legal compliance
  • Outputs produced as both a visual group poster and a full group analysis report

My Role

Team lead and primary contributor across the full risk analysis. I coordinated task distribution across my team, ensured consistent quality and formatting across all sections, led the risk identification, PESTLE analysis, and risk probability-impact matrix sections, contributed to the stakeholder analysis, co-produced the risk register, consolidated the final report, and coordinated the group poster production. I was responsible for more than 50% of the overall group deliverables and ensured the final report and poster read as coherent, well-structured outputs.

Challenges & Solutions

  • Challenge 1 — Accessing accurate and up-to-date data for a still-evolving government programme
    The Rapid Charging Fund was an active, evolving government infrastructure programme at the time of the analysis, meaning detailed risk data was not always publicly available. The team addressed this by relying on official Department for Transport and Office for Zero Emission Vehicles publications and statistics, cross-referencing multiple government sources to build a credible and defensible risk picture despite the data limitations.
  • Challenge 2 — Quantifying risks that were inherently difficult to score with precision
    Some risks — particularly around stakeholder influence, consumer adoption behaviour, and political commitment — were qualitative in nature and difficult to score precisely on a 1 to 5 probability-impact scale without subjective judgement. The team addressed this by grounding each score in specific evidence from official sources and academic literature rather than assigning scores by assumption, and by acknowledging the inherent uncertainty in the risk matrix as a limitation of the analysis.
  • Challenge 3 — Coordinating group contributions across a multi-section deliverable
    With multiple team members each responsible for different sections of both the poster and the full report, there was a risk of inconsistent depth, formatting, and analytical rigour across the outputs. As team lead I addressed this by coordinating task distribution from the outset, defining a consistent structure and evaluation framework for all sections, and consolidating both the poster and the report myself to ensure they read as single coherent deliverables.

Results & Outcomes

  • Identified technological, political, and legal risks as the three highest-priority threats to the Rapid Charging Fund programme
  • Found the programme could cover over 90% of consumer EV charging needs but that stakeholder influence and economic risk posed the biggest barriers to successful delivery
  • Identified social risk (particularly user perception and consumer knowledge of EV charging) as a moderate but manageable threat
  • Identified environmental risk as low, contingent on legal and regulatory compliance
  • Produced nine evidence-based recommendations covering government policy, urban planning, stakeholder engagement, insurance, funding, public awareness, cybersecurity, and legal and environmental standards
  • Group poster received a grade of A. Full analysis report received a grade of B.
